Project Details
The City of Portage hired Abonmarche to design and administer construction for the reconstruction of Romence Road from Oakland Drive to Constitution Boulevard. The project includes resurfacing of 3,300 ft of roadway, water main, sidewalks and ADA ramps, and hardscape improvements. The replacement of utilities while maintaining traffic required careful planning and a detailed traffic maintenance plan. Previous resurfacing projects on Milham and Constitution had avoided work at the intersections. Phased construction, communication with residents, and use of changeable message signs were instrumental in paving these busy intersections without detouring traffic.
The project was constructed in 2019 following two years of wet weather and elevated groundwater. Clay soils beneath the curb had become saturated, causing subsidence of adjacent curbs during water main installation. Abonmarche was able to revise the water main alignment to mitigate this issue, avoiding further costs or increased construction duration. Despite these challenges, the project was completed on time and the final construction cost that was $70,000 under the original bid amount.
