Project Details

The Upton Drive Reconstruction project improved a 2,700-foot corridor from Momany Drive to the St. Joseph River, addressing roadway and utility needs while enhancing multimodal connectivity in coordination with Whirlpool’s newly constructed St. Joseph Technology Center. The project included full roadway reconstruction based on public input, resulting in a two-lane roadway with a 10-foot non-motorized path. Utility improvements included 12-inch ductile iron pipe and lead service line upgrades, sanitary sewer improvements with new leads, cleanouts, and directional drilling of a force main beneath the St. Joseph River, and storm sewer upgrades meeting MS4 requirements, including groundwater and sump connections and a stormwater treatment unit at the riverfront. Professional services supported design, construction planning, and coordination of multiple funding sources, including CWSRF and DWSRF loans, MDOT grants, and City resources, with local administration and EGLE oversight. Additional improvements included sewer lining and modernized utilities to ensure long-term reliability, delivering enhanced mobility, safety, and environmental stewardship along this important corridor.
