Project Details
The City of Benton Harbor was awarded a Stormwater, Asset Management, and Wastewater (SAW) Grant from the Michigan Department of Environmental Quality (now EGLE). The grant provided for creation of an Asset Management Plan (AMP) for stormwater and wastewater collection systems. The intent of the AMPs is to maintain a desired level of service at the lowest lifecycle cost. In addition, the city replaced nearly 2000 water meters city-wide to provide more accurate usage of water and billing.
Abonmarche developed Asset Management Plans for stormwater and wastewater, which were completed within the 3-year window allotted for in the grant. All of the assets were inventoried, condition assessments were completed, and criticality ratings were considered based on Probability of Failure (POF) and Consequence of Failure (COF) for each asset. The AMPs considered level of service criteria and developed short-term and long-term recommendations for capital improvement projects.
