Project Details

Harbor Drive was reconstructed between Franklin Avenue and Columbus Avenue using MEDC Infrastructure Capacity Enhancement (ICE) grant funding. Abonmarche oversaw the project from the grant application phase through construction and project closeout. Project components included complete replacement of pavement, sanitary sewer (including elimination of duplicate sewers) and storm sewer, water main, traffic signal replacement at the Franklin Avenue intersection, retaining walls and sidewalks. Extensive planning and trenchless utility construction techniques were necessary to avoid the city’s existing snow melt system in the Washington Avenue intersection.

A public participation process was undertaken to evaluate options and seek input on enhancements to the corridor. This project is located in the heart of a Lake Michigan resort community and Coast Guard City, USA. This segment of Harbor Drive is the epicenter of activity for summer holidays and celebrations, including a week-long Coast Guard Festival held annually in early August. To void impacts to the City’s vital summer events and commerce, the project was phased and constructed between Labor Day and Memorial Day to minimize disruption.
